If He saw a person torturing an animal? What would He expect us to do if we see people doing this? If one is cruel to an animal (like burning it, etc.) on purpose, would it be okay for the witness to put a bullet in their head and leave them to die? Do you think this would be the Lord's work?

I think Jesus would draw his .45 from his side holster and empty the magazine into the offender, starting at the feet. Then, he'd draw the freshly-deceased ghost and reincarnate it as a piglet fetus about to be born on a factory farm. If Jesus wants my vote, that's what he'd do.
